After years of studies into the feasibility of constructing a nationwide disaster alert system, NOAA Weather Radio is officially designated the “sole government operated radio system” for both weather-related disasters and other major emergency announcements (nuclear attacks are specifically mentioned in the declaration from President Ford). This shift in policy toward using the National Weather Service’s radio infrastructure for all potential disaster situations is at least partially inspired by the April 1974 tornado “Super Outbreak” in the midwest. For the first time, Congress approves a budget earmarked specifically for weather radio, topping $3,000,000 for expansion in 1976.
The second episode of The Changes airs on BBC1, adapting the novels of Peter Dickinson into a ten-part television serial starring Vicky Williams and Marc Zuber. The series was filmed in 1973, but has been held for broadcast until 1975.
Atari gets firmly into the swing of the ’70s with a rare foray into the non-game-related consumer electronics market. Atari Video Music is a device that, when connected to home stereo systems and television sets, displays colorfully trippy random patterns in time with music or any other audio. Some settings, such as sensitivity and randomness, can be set by the user. This bizarre device, a sort of video lava lamp, somehow fails to take off, and Atari goes back to hatching ideas for video games.

Space Shuttle Endeavour lifts off on the 53rd shuttle flight, a six-day mission to launch the fifth TDRS (Tracking & Data Relay Satellite) and perform assorted experiments. A five-hour spacewalk is conducted in the cargo bay to practice spacewalking techniques for future missions. Aboard Endeavour for her third flight are Commander John Casper, Pilot Donald McMonagle, and mission specialists Mario Runco, Gregory Harbaugh and Susan Helms.
Following the Space Shuttle repair mission to the Hubble Space Telescope, the orbiting telescope’s new Wide Field and Planetary Camera 2 shows incredible improvement in image resolution. By determining the exact deformation of the telescope’s main mirror, the new camera is created almost like corrective glasses: it’s designed to compensate for that deformation at all times. The resulting improvement in image quality is remarkable, enabling Hubble to spot volcanic activity on Io, a moon of Jupiter whose volcanoes have only been visible from space probes making a close flyby. Hubble’s improved vision also arrives just in time to witness an unprecedented event: a cometary collision with Jupiter later in 1994.

Sony Records releases a 2-CD set featuring Jerry Goldsmith’s soundtrack from Star Trek: The Motion Picture, now with a few additional tracks. The second disc is not part of the soundtrack, but instead provides the first-ever CD pressing of the 1976 spoken-word album Inside Star Trek, featuring recorded live appearances by Gene Roddenberry, William Shatner, Isaac Asimov and others. This set is billed as the “20th anniversary edition” of the soundtrack.
