Babylon 5B5 becomes the site of an intense manhunt when special government agents from Earth arrive in pursuit of a refugee who was a personal physician of the late President Santiago. A member of General Hague’s patriot underground contacts Sheridan in private and reveals that the real reason Dr. Jacobs is being hunted down is that he has evidence that the then-vice-president was not at all sick when he claimed to be too ill to follow Santiago on the tour which ended with the destruction of Earthforce One. Muddying the waters even further, Sheridan asks Garibaldi and Franklin to go undercover and find Jacobs themselves, but they only discover that the elderly doctor has wandered into even more trouble DownBelow. During all of this, Sheridan notices that the once-reclusive Ambassador Kosh is now watching him very, very closely.
